III edycja Funduszy norweskich i Funduszy EOG 2014-2021
Fundusze norweskie to potoczna nazwa bezzwrotnej pomocy finansowej dla Polski w postaci dwóch instrumentów pod nazwą: Mechanizm Finansowy Europejskiego Obszaru Gospodarczego (MF EOG) oraz Norweski Mechanizm Finansowy (NMF).
Środki na finansowanie pochodzą z trzech krajów EFTA (Europejskiego Stowarzyszenia Wolnego Handlu), będących zarazem członkami EOG, tj. Norwegii, Islandii i Liechtensteinu – czyli Państw Darczyńców. Negocjacje dotyczące uruchomienia III edycji Funduszy norweskich i EOG w Polsce zakończyły się w październiku 2017 r.
Dnia 20 grudnia 2017 r. zawarto Międzyrządową umowę (Memorandum of Understanding), pozwalającą na przygotowanie trzeciej już edycji ww. funduszy na lata 2014-2021. Wsparcie przyznano 15 państwom Europy Środkowej i Południowej oraz krajom bałtyckim na kwotę ponad 2,8 mld euro. Polska z alokacją 809,3 mln euro, podobnie jak w poprzednich latach, pozostaje największym beneficjentem tych środków.
Zgodnie z ww. Memorandum zarządzaniem i dystrybucją środków dla obszaru środowiska i energii odpowiadają wspólnie Ministerstwo Środowiska i Narodowy Fundusz Ochrony Środowiska i Gospodarki Wodnej, będąc Operatorem Programu Środowisko, Energia i Zmiany Klimatu (dalej Program).
NFOŚiGW nie tylko aktywnie uczestniczy w przygotowaniu i wdrożeniu Programu, ale odpowiada za nabór i ocenę wniosków oraz cały proces zawierania umów z Beneficjentami i wypłaty dofinansowania. Koordynacją środków NMF/MF EOG na poziomie kraju zapewnia Krajowy Punkt Kontaktowy (Ministerstwo Inwestycji i Rozwoju). Ze strony Darczyńców zaangażowane jest Biuro Mechanizmów Finansowych w Brukseli oraz Ambasada Norwegii w Polsce.
Od czerwca 2019 roku nadzór nad Funduszami norweskimi wewnątrz NFOŚiGW został powierzony Departamentowi Energii, komórce która od wielu lat odpowiada m.in. za wdrażanie środków UE i krajowych w zakresie gospodarki niskoemisyjnej oraz szeroko pojętego wspierania obszaru energii (w tym OZE i efektywności energetycznej).
Na początku lipca 2019 r. Darczyńcy zaakceptowali Koncepcję wdrażania Programu Środowisko, Energia i Zmiany Klimatu, co pozwoliło na uruchomienie procedury zawierania Umowy i Porozumień na wdrażanie Programu i ogłaszania konkursów. Dodatkowo Departament Energii przygotowuje dla projektów z obszaru poprawy efektywności energetycznej oraz OZE finansowanych ze środków NMF/MF EOG również program na współfinansowanie inwestycji zasilany ze środków NFOŚiGW.
Oferowane w ramach tego instrumentu wsparcie nie tylko pozwoli beneficjentom na pełne zbilansowanie źródeł finansowania inwestycji, ale przyczyni się do zwiększenia atrakcyjności oferowanego dofinansowania i zapewni optymalne wykorzystanie środków dostępnych z Funduszy norweskich. Planowany budżet programu na współfinansowanie projektów NMF/MF EOG to 500 mln zł.
Nabory wniosków odbywają się w 2020 roku. Dzięki temu uruchomione wsparcie częściowo będzie mogło wypełnić lukę w dostępnym na rynku finansowaniu wynikającą z wyczerpania się środków w ramach środków POIiŚ 2014-2020 a przygotowywaną nowa perspektywą finansową UE na lata 2021-2027.

DESCRIPTION OF EEA SUPPORT PROGRAMMES
3rd edition of the EEA and Norway Grants in 2014-2021
Norway grants is a colloquial name for the non-returnable financial assistance for Poland in the form of two instruments called the European Economic Area Financial Mechanism (EEA FM) and the Norwegian Financial Mechanism (NFM).
The funding comes from three EFTA (European Free Trade Association) countries that are also members of the EEA, i.e. Norway, Iceland and Liechtenstein – the Donor States. Negotiations regarding the launch of the third edition of the EEA and Norway Grants in Poland ended in October 2017.
On 20 December 2017, an intergovernmental agreement (Memorandum of Understanding) was concluded, allowing for the preparation of the third edition of the aforementioned grants for the years 2014-2021. Support in the amount of over EUR 2.8 billion has been granted to 15 countries of Central and Southern Europe and the Baltic States. With the allocation of EUR 809.3 million, Poland, as in previous years, remains the largest beneficiary of these funds.
In accordance with the above-mentioned Memorandum, the management and distribution of funds for the environment and energy area are the joint responsibility of the Ministry of the Environment and the National Fund for Environmental Protection and Water Management, being the Operator of the Environment, Energy and Climate Change Programme (hereinafter referred to as the Programme).
The National Fund for Environmental Protection and Water Management not only actively participates in the preparation and implementation of the Programme, but is also responsible for the selection and evaluation of applications as well as the entire process of concluding agreements with Beneficiaries and disbursing grants. Coordination of NFM/EEA MF funds at the national level is ensured by the National Contact Point (Ministry of Investment and Development). On the part of the Donors, the Financial Mechanism Office in Brussels and the Embassy of Norway in Poland are involved.
From June 2019, supervision over the Norway Grants within the National Fund for Environmental Protection and Water Management has been entrusted to the Department of Energy, which for many years has been responsible for, inter alia, the implementation of EU and national funds in the field of low-emission economy and broadly understood support for the energy area (including RES and energy efficiency).
At the beginning of July 2019, the Donors approved the Concept for the implementation of the Environment, Energy and Climate Change Programme, which allowed the launch of the procedure of concluding the Memorandum of Understanding and Agreements for the implementation of the Programme as well as announcing contests. In addition, for projects in the area of energy efficiency improvement and RES financed from the NFM/EEA MF, the Department of Energy is preparing an investment co-financing programme financed from the National Fund for Environmental Protection and Water Management.
The support offered under this instrument will not only allow the beneficiaries to fully balance the sources of investment financing, but will also contribute to increasing the attractiveness of the financing offered and ensure optimal use of funds available from the Norway Grants. The planned budget of the programme for co-financing NFM/EEA MF projects is PLN 500 million.
The calls for applications are held in 2020. Thus, the launched support will be able to partly fill the gap in financing available on the market, resulting from the exhaustion of funds under Infrastructure and Environment Operational Programme for 2014-2020, and the new EU financial perspective for 2021-2027 being prepared.
